The Division I Board of Directors developed a series of principles to guide the Transfer Working group, which included that any rule changes should "support the academic success of student-athletes", and "be based on data and create the least restrictive environment possible for student-athletes".

Before, playing one snap of Division I football would have claimed a season of eligibility.

Currently, an athlete must ask a coach for permission to contact other schools when choosing to transfer.

But a change to that rule will now allow for some breathing room.

The second, football players can participate in as many as four games without it counting toward the four seasons allowed in five years, effective immediately for the 2018-19 season. Under previous rules, any participation in a game meant that a player's redshirt year, which offers them an extra year of competition at some point down the road, was used up.

The change will allow players to maintain a year of eligibility in the event of injuries of other factors require them to play and opens the door to greater development earlier in a players' college career.

Schools have drawn criticism for preventing a student-athlete from transferring to a program that better suits them, either academically or in their chosen sport.

Even with the new rule, conferences could still restrict athletes from transferring within the league.

The Division I council adopted a proposal that prevent schools from blocking transfer requests from student-athletes.

The NCAA also took a step forward regarding player rights in the highly controversial transfer system by deciding to eliminate the permission-to-contact process, starting in October. Golfers, tennis players and other athletes in traditionally nonrevenue sports can transfer one time without sitting out.
