But these putative pledges by the PM are inconsistent with Tuesday night's statement by Davis's officials that any new amendment relating to the power of MPs to accept or reject a Brexit deal must not restrict her negotiating freedom - or restrict her ability to sign whatever treaty with the European Union she would like.

Should the prime minister go back on her pledge, the rebels are confident their amendment will be inserted into the bill in the Lords.

"First, we must never do anything that undermines the Government's negotiating position or encourages delays in the negotiations", Mr Davis said.

Facing the prospect of losing a vote on a crucial amendment to the government's flagship Brexit legislation - which was created to empower parliament to vote down the final deal without risking a "no-deal" exit from the bloc - ministers intervened with a concession at the 11th hour even as MPs were wrapping up debate on the controversial measure.

Opening the debate, Brexit Secretary David Davis insisted the government would abide by three principles to defend the will of the British people.

The government's eleventh hour amendment, lifted in large parts from Tory Remainer Dominic Grieve's own proposal and to be presented to the Lords on Monday, is expected to give MPs the right to veto the government's strategy if it fails to secure a political agreement with the European Union by 30 November.

Soon after, Mr Buckland intervened on Mr Grieve to suggest talks over a compromise deal. But for now, the government seems to have prevented an embarrassing defeat, and the Tory rebels have avoided the unpleasantness of colluding in the defeat of their Prime Minister.

She added she was sure Mrs May "will honour her word".

- PM avoids damaging "meaningful vote" defeat through new concessions.

The government will face an nearly certain defeat if it now reneges on a promise to give MPs more of a say over the final Brexit deal.

"Dominic Grieve was in the room".

She said unless there was a "meaningful vote" Parliament would be left with "the grim choice between a poor deal and exit with no deal at all".

But Mr Grieve's amendment demands that if there is no agreement with Brussels before the end of November MPs would vote on a motion setting out what should happen next.

That both sides have dug in so doggedly is a sign of how important - and divisive - the amendment is: it will determine whether parliament will have more power over the final stages of the Brexit deal, rather than the "take it or leave it vote" Mrs May has offered. Brexiteers fear it is a Trojan horse to frustrate Brexit and bind the prime minister's hands.
