The Florida government did not conduct background checks on thousands of applicants for concealed weapons for a year because the state employee was unable to log into the system.

The report, published by the Tampa Bay Times, details an Office of Inspector General investigation into the Department of Agriculture that found the Department did not use the National Instant Criminal Background Check System, or NICS, for a period lasting February 2016 through March 2017.

It said that the Federal Bureau of Investigation database was mainly used to check for "non-criminal disqualifying offenses", and that the criminal background checks, while available through the Federal Bureau of Investigation system, were conducted via other databases that continued to be available to the employees.

Patricia Brigham, president of the League of Women Voters of Florida, however, called the lack of background checks an "example of gross neglect" and cited part of the Times story that said the now-fired employee had been promoted from the mailroom to be in charge of database checks. All five Democratic gubernatorial candidates - Tallahassee Mayor Andrew Gillum, former U.S. Rep. Gwen Graham, Palm Beach developer Jeff Greene, Orlando-area businessman Chris King and former Miami Beach Mayor Philip Levine - said Putnam should consider dropping out of the governor's race.

Agriculture Commissioner Adam Putnam on Saturday said a Tampa Bay Times report that his office didn't background check concealed weapons applicants for non-criminal offenses for more than a year was "flat wrong and misleading".

The Times reports, "From July 2016 through June 2017, which covers most of the period when the system wasn't accessed, 268,000 applications were approved and 6,470 were denied for reasons like an incomplete application or the state discovered they were ineligible, according to the state Agriculture Department's annual concealed weapons permit report".

"The former employee was both deceitful and negligent, and we immediately launched an investigation and implemented safeguards to ensure this never happens again", Putnam said in a statement.

TALLAHASSEE, Fla. (AP) - Florida revoked concealed weapons permits for almost 300 people who got them after the state failed to do national background checks for more than a year.

Responding to the criticism, Putnam's office said that the agency promptly took measures to rectify the error, "immediately" reviewing 365 applications, and 291 permits were annulled as a result. His office oversees the concealed weapons licensing program. During his time as commissioner, Putnam has frequently touted his pro-Second Amendment bona fides, specifically his office's efforts to streamline the process of applying for concealed weapons permits. He said a total of 365 applications were reviewed after the problem was discovered.

The report from 2017 quotes the employee saying, "I dropped the ball". But in March 2017 an investigation was triggered after a state employee noted that the state was not getting any correspondence from people whose applications had been rejected because of information gleaned from the national database.

"I know I did that", Wilde said.

Putnam blamed the problem on the negligence of a department employee.

While the investigation dates back to previous year, the report was only made public on Friday through a records request by The Tampa Bay Times.
