Trump is now planning to leave the G7 Summit early before the climate change talks. Russian Federation announced its permanent withdrawal a year ago.

In Paris, Macron's office said it wouldn't make sense and pointed out that the latest country to impose economic sanctions on Russian Federation was the US Italy's new premier, Giuseppe Conte, tweeted that he agreed with Trump, saying: "Russia should go back into the G-8".

Mr. Trump answered with a claim that - quote - "The E.U. trade surplus with the U.S.is $151 billion".

Trump said that while he had "been Russia's worst nightmare", the country should be invited to the worldwide summit to be "at the negotiating table".

Trump will be gone before any joint statement is issued by the other leaders.

Tension has been building over a year of policymaking that has distanced the USA from traditional allies, including by Trump's decisions to withdraw the US from the Paris climate accord and the Iran nuclear agreement.

In March, Trump first announced the imposition of tariffs on imports of steel and aluminum, but he gave Canada, Mexico and the European Union a waiver.

Canada and other US allies are retaliating with tariffs on USA exports.

Trudeau has worked hard to find common ground with the unpredictable president, but the personal bond he has tried to forge has been strained.

Meanwhile, Beijing has threatened to retaliate by cutting off imports of products such as pork and soybeans, if Trump goes ahead with a plan to slap tariffs on Chinese goods.

The proposal, made during the two-day Group of Seven nations summit in La Malbaie, Quebec, was strongly supported by other leaders present, the official said, adding that European Commission President Jean-Claude Juncker said he was ready to invest personally in it. Juncker has also offered to visit Washington for a common assessment of EU-US trade to help resolve the dispute, an official said.

"Please tell Prime Minister Trudeau and President Macron that they are charging the United States massive tariffs and create non-monetary barriers", he tweeted.
