Still, there were all those public pronouncements by Alberta Premier Rachel Notley and ministers in her NDP government, that left no doubt the target was B.C. and the motivation punitive.

With those approvals in hand, the company believed there was no reason they could not build the project.

She says it's not business as usual because B.C. Premier John Horgan is trying to shut down the pipeline and take $15 billion out of the Canadian economy.

The dispute over Kinder Morgan's (KMI, OTCPK:KMLGF) Trans Mountain pipeline still loomed large at today's Western Premiers Conference in Yellowknife, NWT, as Alberta's representatives did not sign the communique out of the meeting because it did not include a statement of shared support of the pipeline.

Kinder Morgan has ceased all non-essential spending on the project until it receives assurances it can proceed without delays, setting a May 31 deadline on getting those guarantees.

Notley said Alberta and the federal government are both working on plans to ensure the project proceeds.

Meanwhile, Alberta's NDP government is arguing that B.C.'s attempts to halt the Trans Mountain pipeline expansion are unconstitutional, since pipelines between provinces are under federal jurisdiction. "For Alberta, all other issues had to be subservient to that", he said.

"They can certainly go at lightning speed if the government wants to step on the gas", he said.

Alberta sees the pipeline as key to moving bitumen from the province to the coast and from there to lucrative overseas markets. One is diluted bitumen.

Beatty said he continues to hope B.C. will drop its opposition to the project. "The other is gasoline or jet fuel to be used by (B.C.) citizens to move around freely".
