Senate Democrats push to block net neutrality repeal using Congressional Review Act Net neutrality advocates gain symbolic win as Senate votes to save Obama rules

The latest call to action followed similar rallying cries in recent days, as senators who oppose the FCC's December repeal of net neutrality rules have prepared to bring the Congressional Review Act (CRA) resolution to the senate floor for a vote. With senators and representatives all too willing to vote along party lines, the odds are certainly stacked against this effort by Democrats in Congress to block the FCC's "Restoring Internet Freedom Order".

"This is our chance - our best chance - to make sure the internet stays accessible and affordable for all Americans", said Senate Minority Leader Chuck Schumer, D-NY. The lastest version of the agency's rules, which it put in place in 2015, barred internet service providers from blocking, slowing, or giving preferential treatment to particular online sites or services. The program's research has found that majorities of Americans support government-mandated net neutrality protections. Susan Collins of Maine, Lisa Murkowski of Alaska and John Kennedy of Louisiana, will be sent to the GOP-led House, where it'll likely go nowhere - and President Donald Trump is unlikely to back it.

After months of anticipation and protest, the Senate will vote on an effort to save net neutrality Wednesday. FCC Chairman Ajit Pai, part of the Republican majority, has said the Obama rule was "heavy-handed" and isn't needed. If they do, however, they are required to disclose it.

"Such an approach would curb the necessary investment and infrastructure improvements that are critical for connecting more Americans to high-speed broadband and enabling wider internet access, especially in poor and rural areas", the leaders of three leading internet service provider trade groups - the NCTA, CTIA and USTelecom - wrote to Senate leaders on Tuesday.

Net neutrality, which forces private companies to provide equal access to the Internet, is expected to be a major campaign issue Democrats will use in the 2018 midterm elections, not least for its importance to young people. The resolution will seek to overturn a rule voted in by the FCC in December that eliminated most of its net neutrality regulations.

A House companion to the Senate measure, by Rep. Mike Doyle, D-Pa., has 161 co-sponsors, all Democrats. Passage of the resolution by the Senate and the House would offer a chance to void the Republican-controlled FCC's 3-2 vote. The resolution brought under the Congressional Review Act can not be filibustered, and it only requires a simple majority to clear the Senate.

"It's important Republicans have a clear and concise message to tell them why net neutrality, while it sounds good, and maybe it's even well intended, is not the right answer for them", Taylor said. John McCain, who is ailing with a brain tumour, did not vote.

Equally as predictably, Commissioner JESSICA ROSENWORCEL took the opposite position from PAI, with a statement reading "Today the UNITED STATES Senate took a big step to fix the serious mess the FCC made when it rolled back net neutrality late a year ago".
