The group says a "sweeping" overhaul of the country's voting rights laws is needed, as well as public policies around poverty.
The campaign is meant to create a network of people and organizations willing to nonviolently confront government and its policies regarding the poor.
Columbia Police Chief Skip Holbrook and members of the CPD's Command Staff met with protest organizers last week to discuss their plans.
A statement from the campaign said the Rev. William Barber and the Rev. Liz Theoharis, its two co-chairmen, were among those arrested outside the U.S. Capitol for standing in the middle of a street. In all, 16 protesters were arrested and charged with pedestrian unlawfully in the roadway, said police.
"We're living in an impoverished democracy", Barber said.
