Russia's deputy foreign minister said the delay was due to USA airstrikes.

She added that Russian Federation is feeling the effects of U.S. actions including "the sanctions that are continuing to happen, which you'll see again on Monday". In its agreed conclusions, the ministers said the European Union "stands united in its support for the total prohibition and elimination of chemical weapons worldwide".

Russian Federation circulated a draft resolution ahead of the Council meeting to discuss the military operation by the three countries in response to an alleged chemical weapons attack in Syria.

The air strikes, however, risk dragging the United States further into Syria's civil war, particularly if Russia, Iran and Ass opt to retaliate.

On CBS's "Face the Nation", Haley said the Treasury Department will announce the new sanctions and insisted the U.S. has sent "a strong message" about the use of chemical weapons. They said they understood the air strikes had "the sole objective to prevent further use of chemical weapons and chemical substances as weapons by the Syrian regime to kill its own people".

Britain's delegation to the OPCW accused Russian Federation and the Assad government of stopping inspectors from reaching Douma.

The Russian Defense Ministry on Friday accused Britain of staging a fake chemical attack in the Syrian town of Douma last weekend, a bold charge that comes amid Moscow's stern warnings to the West against striking Syria.

It is barred from having, storing or using nerve agents, and while it is permitted to possess chlorine for civilian uses, is banned from using that chemical as a weapon.

The strikes were the biggest intervention by Western powers against Assad in the country's seven-year-old civil war and pitted the United States and its allies against Russian Federation, which itself intervened in the war in 2015 to back Assad.

The agency said survivors blamed the attack on the Army of Islam, the powerful rebel group that controlled the town before it was taken over by Syrian government forces this week.

The proposed sanctions follow USA -led airstrikes against Syria's chemical weapons capability and President Trump's promise that Assad and his allies, namely Moscow, would pay a "big price" for enabling the use of chemical weapons.

"The global community will not allow chemical weapons to come back into our everyday life", she said.

She noted that "a large body of information" indicated that the Syrian government used chemical weapons in Douma on April 7. Putin and Macron instructed their foreign and defense ministers to maintain close contact to "de-escalate the situation", the Kremlin said.
