Echoing the United States stance, France's Ambassador Francois Delattre said Assad's government had reached a "point of no return" with repeated use of chemical weapons. She also accused the Assad government of using chemical weapons on its own citizens on at least 50 occasions, and added that Russian Federation failed to uphold a 2013 agreement by which Syria would dispose of all its chemical weapons.

The United States has proof that Syrian leader Bashar al-Assad's regime launched a chemical weapons strike last weekend on the then rebel-held suburb of Douma, State Department spokeswoman Heather Nauert said Friday.

The OPCW probe is mandated to determine whether an attack took place but not to assign blame if it determines one was carried out.

Nauert said that the United States administration was not relying on the OPCW findings but had sources of its own.

The United States claimed on Friday (Apr 13) to have proof that the Syrian regime carried out a chemical massacre that has set western powers on a collision course with Russian Federation, as President Donald Trump readied his response.

Russian Federation has called for an opening meeting of the Security Council with the participation of UN Secretary-General Antonio Guterres, said Nebenzia.

Announcement of that approval Thursday did not specify that the response should be military, although that was the expectation. The government, however, said evacuations from Douma were ongoing and no Syrian government forces had entered the town.
