Russian President Vladimir Putin struck a softer tone towards the West on Monday after winning his biggest ever election victory, saying he had no desire for an arms race and would do everything he could to resolve differences with other countries. Putin, who will be 71at the end of his term, has promised to beef up Russia's defences against the West and raise living standards.
Putin piled up almost 77 percent of the vote, burnishing his credentials as a leader who enjoys overwhelming public support.
Mr Putin said Russian Federation has spent enough over the last few years on new weapons to avoid excessive pressure on the economy in the future and so he could now reduce defence spending.
Backed by state TV and the ruling party, and credited with an approval rating of around 80%, Mr. Putin faced no credible threat from a field of seven challengers.
Putin's nearest rival Communist Party candidate Pavel Gurdinin won 11.79% votes ultra nationalist Vladimir Zhirinovsky remained on the third position with 5.7 % votes.
Near-final figures put turnout at 67.47 percent, just shy of the 70 percent the Kremlin was reported to have been aiming for before the vote.
Russia's Central Election Commission said on Monday morning it had not registered any serious complaints about violations, and there were half as many irregularities as reported in the last election in 2012.
"We also look forward to working more closely together to strengthen ASEAN-Russia dialogue relations and to advance our common interests in multilateral fora including the United Nations", Cayetano said.
Valentina Matviyenko, speaker of the upper house, hailed the victory as a moral one over the West.
He said: "These "elections" are one of the episodes of the struggle".
In a message to Mr Putin he said: "Currently, the China-Russia comprehensive strategic co-operative partnership is at the best level in history, which sets an example for building a new type of worldwide relations".
Two election observers in Gorny Shchit, a rural district of Yekaterinburg, told The Associated Press they saw an unusually high influx of people going to the polls just before 2 p.m.
Putin has had an anti-western rhetoric during all these late years. Just weeks ago, he announced that Russian Federation has developed advanced nuclear weapons capable of evading missile defenses.
To that end, Russian Federation is now embroiled in conflicts in Syria and Ukraine, accused of meddling in Western elections, and facing allegations in a high-profile poisoning in the U.K. Don't expect those tensions to ease up in the immediate future.
Yevgeny, a 43-year-old mechanic voting in central Moscow, said he briefly wondered whether it was worth voting.
Relations with the United States took another hit after Washington on Thursday announced new sanctions on Russian Federation over its reported meddling in the 2016 USA presidential election.
Turkey's President Recep Tayyip Erdogan, who has cultivated closer cooperation with Putin, especially on Syria, congratulated the Russian leader by telephone, state media said.
"A satisfied Putin will come out and give a speech", he said. A government reshuffle is likely to take place after Putin's inauguration in May.
He would need to make a choice between grooming a preferred successor or staying at the helm beyond 2024, either by scrapping term limits or by shifting into a new position of power.
Since first being elected president in 2000, Mr Putin has stamped his total authority on the world's biggest country, muzzling opposition, putting television under state control and reasserting Moscow's standing overseas.
Asked after his re-election if he would run for yet another term in office, Putin laughed off the idea.
Kremlin insiders say Putin has selected no heir apparent, and that any names being circulated are the product of speculation and not based on insider knowledge of Putin's thinking.
A March 9 survey by state-run pollster VTsIOM gave Putin, who was first elected president in 2000, support of 69 per cent. Addressing a rally in Moscow, Mr Putin said voters had "recognised the achievements of the last few years".
