Both Republicans and Democrats had dug in during the day each side blaming the other

The US Senate has not approved the new funds necessary to finance the government ahead of midnight, and pushed the Donald Trump government towards a partial and indefinite shutdown.
But even if voters side with one party or the other, neither side may fear any lasting political damage.
Democratic lawmakers challenged the president to get more involved and to accept bipartisanship, and they accused Trump of hurting negotiations by initially expressing support for a compromise Friday and then abruptly turning it away. And in the Trump era, the news cycle has only accelerated, giving crises a shorter and shorter half-life.
"Democrats are far more concerned with Illegal Immigrants than they are with our great Military or Safety at our unsafe Southern Border", he tweeted, later accusing the opposition party of "holding our Military hostage". Jeff Flake (R-Ariz.) and Lindsey Graham (R-S.C.), both of whom have worked closely with Schumer on immigration issues in the past, serving as go-betweens for the two parties. But Republicans point out that DACA won't really expire until March.
"We will not negotiate the status of unlawful immigrants while Democrats hold our lawful citizens hostage over their reckless demands", the statement said after the funding legislation failed to get the 60 votes needed to overcome a procedural hurdle.
The senator from Kentucky said Sunday on CNN's"State of the Union": "It's gamesmanship and it's partisanship". He says he's opposed to short-term fiscal bills.
Republicans and McConnell had been angling for a four-week continuing resolution, that included extending the popular Children's Health Insurance Program (CHIP) for six years in an effort to entice Democrats to vote for the insurance program they want to fund.
"They're using the kids as an excuse".
"That would be the end of the Senate as it was originally devised and created going back to our founding fathers", said Senate Minority Whip Dick Durbin, D-Ill., on ABC's This Week on Sunday "We have to acknowledge a respect for the minority, and that is what the Senate tries to do in its composition and its procedure".
But Democratic Senate leader Chuck Schumer pinned the blame directly on the President, implying that he was falling well short of his "Art of the Deal" reputation and was being led astray by hardline White House aides, Hill Republicans and conservative media. Instead, they traded accusations of responsibility for the shutdown.
Who bears the blame for the current debacle is hard to predict.

She told HuffPost she is "horrified by the blatant xenophobia, the blatant racism, the gender biases of this president". Organizers for the Women's March did not respond to Fox News' request for additional comment on this weekend's events.
"It's nearly as if you were rooting for a shutdown", Schumer said, referring to Trump.
Republicans feel confident that they're on the right side of the shutdown. The only institution with a lower level of trust is the Congress itself. The parks were closed during the last shutdown in 2013, which upset many tourists and resulted in the loss of $US500 million ($A700 million) in visitor spending in areas around the parks and at the Smithsonian museums.
"Do you know what number CR this is?"
There are now 51 Republicans and 49 Democrats, including two independents who tend to caucus with that party.
The apparent congressional paralysis risked overshadowing the first anniversary of President Trump's inauguration and capped off a year defined at times by chaos and frustration from both the White House and congressional Republicans despite their unified control of Washington.
OK, lesson learned. Shut it down? Democrats were hoping to spur slow-moving immigration talks, while a handful of Republicans, including Sen.
The White House declared on Saturday that Trump would not talk about immigration before the shutdown - as far as one could get from his position that he'd sign any deal on Deferred Action for Childhood Arrivals - but McConnell took a different approach.
"But at the end of the day the president has to step up and lead in this situation", Durbin said.
"How can you negotiate with the president under those circumstances where he agrees face-to-face to move forward with a certain path and then within two hours calls back and pulls the plug?" said Sen. Forty-five Senate Democrats and five Senate Republicans voted against it, the Democrats saying that the bill needs a DACA fix and the Republicans for varying reasons, including, for some, DACA. The shutdown lasted 17 days and accomplished nothing.
"We are going to manage the shutdown differently".
In the midst of the stalemate, President Trump's re-election campaign released an ad declaring that "Democrats who stand in our way will be complicit in every murder committed by illegal immigrants", a stance that did little to improve the negotiating climate.
