Vietnam braces for storm as Philippines death toll rises

Tembin, known as Vinta in the Philippines, is one of the deadliest storms that hit the Philippines in recent years. But Mindanao, home to 20 million people, is rarely hit.

Authorities say the toll is likely to rise as they begin to reach remote farm communities and coastal areas, and restore communication and power links.
