It has essentially claimed that Canadian government subsidies are giving Canadian newsprint producers an unfair advantage over USA paper producers, and that the Canadians are dumping paper on the US market at prices below the cost of production.

Reps. Brian Higgins of Buffalo and Elise Stefanik of Essex County are teaming up to oppose a U.S. Department of Commerce effort to impose tariffs on Canadian newsprint. USA newsprint buyers fear that steep import duties of up to 50 percent could increase both Canadian and domestic newsprint prices.

"We've seen papers like La Presse move to full digital, and if the cost of newsprint goes up, it's one of those factors that's going to accelerate a move to digital", said John Hinds, CEO of News Media Canada.

"That's a huge increase when you look at the business costs for a newspaper", she said.

The News Media Alliance has nearly 2,000 members, including large dailies such as The New York Times and The Washington Post, but the main concern of publishers and newsprint producers is the fate of newspapers in towns and small cities across the United States. This type of paper is used for standard newsprint, bright newsprint, book publishing and other purposes.

"It would be very significant economic stress on the company", he said, "but it wouldn't put us under".

Last month, about 1,100 small newspapers jointly filed a letter with Ross that warned "many small-town papers will be at risk of failing" if higher newsprint costs are added to existing problems caused by the movement of many advertisers to online media.

It is the same argument made regarding Canada's softwood industry, which led to the imposition of both countervailing and anti-dumping duties on most Canadian softwood exports to the United States. The petitioner is North Pacific Paper Company (WA).

With almost 400 non-union employees, Norpac is one of Cowlitz County's largest employers.
