May hoped the shakeup would help her reassert authority ahead of crunch Brexit negotiations this year, and following a torrid 2017 in which she lost her parliamentary majority in a snap election last summer.

But he will fill in for Mrs May at Prime Minister's Questions and take on some of the responsibilities for chairing influential Cabinet committees, including some relating to Brexit.

Her most senior ministers, Foreign Secretary Boris Johnson, Finance Minister Philipp Hammond, Brexit Secretary David Davis and Home Secretary Amber Rudd are all safe - no surprise there really, as May can't afford to upset the pro- and anti-EU balance of her cabinet.

It is understood that May does not intend to appoint a first secretary of state in what has been billed as her biggest reshuffle since taking office in 2016.

Several ministers may receive promotions, while a handful of MPs are anticipated to join the cabinet.

David Davis has reportedly complained about European Union guidance stating the United Kingdom would become a "third country" in 2019 with no reference to a possible trade deal.

Theresa May is expected to reorganise her cabinet in the next few hours, with up to a quarter of her leading ministers rumoured to be on the way out.

A new first Secretary of State will be appointed to replace Damian Green, who was damned after he was found to be lying when police discovered pornography on his office computer in 2008.

May confirmed on Sunday (7) that she would be making ministerial changes, but refused to disclose details. Mr Gavin Williamson was promoted from chief whip to Defence Secretary, while Mr Damian Green was sacked as first secretary of state over pornography allegations.

The EU's approach "is frequently damaging to United Kingdom interests", the Brexit minister wrote, according to extracts published by the Financial Times.

British Undersecretary of the United Kingdom, James Brookshair, resigned due to health reasons, the World Agencies said, referring to Prime Minister Theresa May's spokesman.

But alongside Leadsom, Education Secretary Justine Greening, Conservative Party chairman Sir Patrick McLoughlin and Business Secretary Greg Clark are vulnerable.

Meanwhile Dominic Raab, justice minister and an ardent Brexit supporter, is tipped to be in line for a top job.

May is also predicted to promote more women and racially diverse members.

"I'm not a quitter".

"Clearly, my long term health and my family are my priorities and I intend to proceed with surgery at the earliest possible opportunity", he wrote in the resignation letter.

But pressed on whether she would still be there the next time the country goes to the polls, she appeared to acknowledge that the decision may not be entirely down to her, saying: "Obviously I serve as long as people want me to serve".
