"Italy moved (to address the Mediterranean migrant crisis), it reached a bilateral deal with Libya, it obtained results", Gentiloni said as he reported to the Senate ahead of this week's European Union summit.

European governments are "complicit" in grave human rights violations in Libya through their support for authorities there that often work with people smugglers and torture refugees and migrants, Amnesty International said on Tuesday.

In March 2017, a review by the UK Independent Commission for Aid Impact expressed concern that the UK's capacity-building programme with the Libyan Coast Guard was "deliver [ing] migrants back to a system that leads to indiscriminate and indefinite detention and denies refugees their right to asylum". This approach received the complete backing of other European governments.

Amnesty Europe director, John Dalhuisen said " by actively supporting the Libyan authorities in stopping sea crossings and containing people in Libya, they are complicit in these crimes".

Most were Nigerians, Frontex said.

But African Union officials say there are as many as 42 camps across Libya, housing up to 700,000 people.

It said some migrants on board jumped into the water to try to reach rafts deployed by a non-governmental organisation's rescue boat.
