Hasmukh Adhia, Revenue Secretary, Sushil Kumar Modi, Bihar Deputy CM, Thomas Isaac, Kerala FM, Amar Agarwal, Commercial Taxes Minister of Chhattisgarh, Krishna Byregowda, Agri Minister of Karnataka, Etela Rajendar, Telangana FM, Pravin Rao, Interim CEO of Infosys, Raghupati Cavale, Head-India Business of Infosys, DN Prahlad, Independent Director of Infosys were present at the meeting.

A ministerial panel led by Bihar deputy chief minister Sushil Kumar Modi on Saturday set a roadmap to resolve the glitches in the IT system supporting goods and service tax (GST) so that 80% of the problems faced by businesses will be rectified by October end.

"About 47 lakh GSTR 3B returns were filed for the month of July, but only 3.05 lakh returns have so far been filed for August". I want to appeal to all taxpayers that they should not wait for the last day.

"As the new tax regime is being implemented only since July 1, with filings, posting invoices, making payments and returns entirely online through the GST Network (GSTN), there are bound to be glitches in the initial days, which we are trying to address them on fast track", said Modi after chairing the GoM's first meeting here.

The Bihar Deputy Chief Minister and Finance Minister, who chaired a meeting that lasted for almost two hours, told reporters after the meeting that efforts were being made to solve 80 % of glitches in GSTN by October 30.

The GOM meeting will be held every 15 days, mostly in Bengaluru, with the next meeting scheduled in the first week of October.

Almost 80 officials of commercial tax department of different states held marathon meetings on Friday with all stakeholders such as dealers, tax consultants and software experts to understand numerous challenges faced by them.

A single portal created for the goal is collecting data of 85 lakh dealers registered under GST.

The glitches in the network will also compound filing the returns, as the GST portal will not be able to cope with the load on the system if traders rush to file at the last minute. About 11 lakh dealers have registered under the composition scheme, Modi said. "In first week of October, we'll finalise the date and most probably in Bengaluru as Infosys is here itself", he said.

"All decisions taken today, time line and implementation of problems will be discussed again in the next meeting. Don't wait for the last date", said Modi.

Adhia said that there are difficulties but the attempt has been to find a solution to alleviate problems of people. In the meantime we have extended the time for GSTR-3B for six months.
