Madrid has rejected the unilateral vote planned for October 1, but separatist politicians launched the Yes campaign on Thursday as they press ahead with the vote despite a court ban and a criminal probe into three out of four Catalan mayors actively supporting it.

Hundreds of regional mayors face arrest if they do not comply with prosecutors' orders to come in for questioning for helping to prepare the vote.

"Barcelona Mayor Ada Colau, who supports the right to hold the referendum, also turned up".

"We will not be intimidated".

Brandishing maces, chanting "we will vote" and singing "Els Segadors", the regional anthem, the mayors were cheered on by supporters waving yellow, red and blue Catalan flags.

According to July poll, only 41 percent of Catalans favor independence but almost 70 want a vote.

She pointed to the Edinburgh Agreement, signed in the build-up to the Scottish independence referendum, as to how governments can work together in such circumstances.

In response, Spain's Prime Minister Mariano Rajoy, said, "I say this both calmly and firmly: there will be no referendum, it won't happen".

Instead, armed police are raiding random newspapers across Catalonia looking for voting papers, and are out in numbers hoping to stumble across ballot boxes to undermine the vote.

The decision over Catalonia's future is a "matter for the people who live there", the Scottish Government has said as the row continues over plans for an independence referendum in the Spanish region. Since July, Madrid has demanded weekly spending reports in an attempt to prevent public money being used for the referendum. Budget Minister Cristobal Montoro said on Friday that the central government would take over the funding of most essential public services in the region unless Puigdemont guaranteed public cash was not being used to fund the referendum.
