Beijing and Moscow have called for a resolution that focuses on a political solution and proposed a freeze-for-freeze that would halt North Korean nuclear and missile tests in exchange for the US and South Korea stopping their joint military exercises.

"We definitely see sanctions being a big lever driving this sort of activity", said Luke McNamara, a researcher at FireEye and author of the new report.

Previous UN sanctions resolutions have been negotiated between the United States and China - North Korea's main trading partner and ally - and have taken weeks, and in some cases months, to finalize. The 15-member Council, including permanent members Russian Federation and the USA, unanimously passed the sanctions resolution on Monday banning textile exports and capping fuel imports. The ability to hit USA cities with nuclear weapons significantly increases the effectiveness of North Korea's nuclear deterrent vis-à-vis the United States.

That would mean North Korea imports almost 2.2 million barrels a year in petroleum products, so the 2 million cap in the resolution would represent a 10 percent cut.

French President Emmanuel Macron spoke on the phone with US President Donald Trump and Japanese Prime Minister Shinzo Abe on Saturday to discuss the possibility of new sanctions.

"It retains language reaffirming support for long-stalled six-party talks with that goal between North Korea, the U.S., Russia, China, Japan and South Korea".

The council last month adopted a sanctions resolution imposing a full ban on exports of coal, seafood from North Korea after it carried out an ICBM test.

Though the USA believes it has solid information on North Korea's capabilities, the reclusive nation's ultimate intent in ramping up its weapons program remains an "incredibly hard intelligence problem", Pompeo added.
