The amendment to the National Defense Authorization Act would specifically express to Congress that all qualified individuals who meet the standards to enlist should be allowed to serve in the military. Kirsten Gillibrand (D-NY) and Susan Collins (R-ME) would stop the military from kicking out transgender service members exclusively due to their gender identity, according to a press release sent out by GIllibrand's office Monday evening.
The amendment also does not mention the issue of transition-related health care, presumably an attempt to gain support among Senate Republicans.
McCain said in a statement last month it would be "a step in the wrong direction" to discharge transgender individuals exclusively on the basis of gender identity, and the Pentagon should complete its study first before any decisions are made about new recruits.

The Obama administration set up a process for the Pentagon to begin taking in new transgender recruits, and in June Mattis had said he needed six more months to study the impact of the move.
The bipartisan amendment would prohibit the Department of Defense from discharging members of the military based entirely on their gender identity.
Collins was the lead Republican in the fight to end Don't Ask, Don't Tell.
Gillibrand and Collins were also both at the forefront of repealing "don't ask, don't tell," the policy that allowed gay and lesbian service members to be discharged due to their sexual orientation.
