The chancellor Philip Hammond and global trade secretary Liam Fox - prominent Remain and Leave advocates respectively - have jointly confirmed there will be a transition period after leaving the European Union and that the country will leave the single market and customs union.

The article comes as ministers prepare to publish a new series papers detailing their aims for the Brexit talks amid criticism about a lack of clarity over the government's negotiating position.

He said he would ideally like the United Kingdom to remain within the current customs union and single market structures but, if that did not happen, he suggested his alternative was "workable".

Philip Hammond and Liam Fox have poured cold water on the idea of a soft Brexit by declaring Britain will not remain in the single market or customs union.

Fox, who was alarmed at the prospect of heading an global trade department unable to strike trade deals possibly for the rest of this parliament, admitted last month [paywall] that there was "still a discussion to be had" on this issue.

"We will await publication of the full position paper before making further comment and trust that the Irish government will engage seriously and pragmatically in helping to secure an agreement that benefits everyone".

However, Liberal Democrat leader Sir Vince Cable said it was clear that Mr Hammond had lost his power struggle with the Brexiteers.

However Labour MP Ben Bradshaw, a supporter of the Open Britain campaign, said that without membership of the single market and the customs union, the country would be worse off. The rebellion didn't last very long.

The two ministers, who represent the Remain and Leave wings of the Tory party respectively, write that Britain will not stay in the European Union by the "back door". Both men now appear to be committed to a "transition period", but also a "hard Brexit", outside of the European Union institutions. Previously he had been downplaying the need for such a lengthy interim stage.

The government will this week publish the first of three discussion papers ahead of the next round of negotiations, scheduled to start August 28 in Brussels, Brexit Secretary David Davis's office said in a statement on Sunday. "And has that moment arrived yet?" she wrote in an article for The Mail on Sunday.

But Soubry, who has become the most vocal pro-European among Tory MPs, was careful in her article to avoid saying what would constitute the "hard Brexit" that she could not accept.
