The attacker's motive is still under investigation, the Interior Ministry said.

Russian Federation has since suspended its flights to Egypt.

All the victims of the attack in the Red Sea resort town of Hurghada were female.

Egypt's Interior Ministry said in a statement that the attack occurred about 11am and that the assailant was taken into custody about noon.

Reports previously said the two women were Ukrainian nationals.

Security sources said surveillance cameras showed the attackers also seizing the policemen's weapons.

Last week a double suicide bombing at a security checkpoint in the Sinai followed by shooting from IS militants left 23 security forces dead and dozens injured.

Hurghada is a popular vacation destination for Europeans and is located on the western shore of the Red Sea.

Investigators believe the attacker swam from a public beach, according to the ministry.

Security forces in the country are on high alert.

The attack came as gunmen ambushed an Egyptian security checkpoint yesterday, opening fire on a vehicle and killing five policemen in an area just south of the capital, the state-run MENA news agency and the Interior Ministry said. They later fled the scene after one policeman who was near the location returned fire.

The 28-year-old suspect from Kafr Al-Sheikh province in the Nile Delta, north of Cairo, has been transferred to the capital for questioning. There was no claim of responsibility for that attack, either, and it was not clear whether the two incidents were connected.

The attack comes a week after Islamic militants killed 23 army personnel in Sinai Peninsula.

Judicial sources told AFP that the man being detained had confessed to sharing the ideology Daesh, although there was no Daesh claim of responsibility.

The jihadists have threatened to carry out further attacks on Christians, who make up about 10 percent of Egypt's 90 million people.
