It is no secret that Derek Carr is the quarterback of the future for the Oakland Raiders.

"The hardest part was taking the first rep, because the last rep you remember was like, 'Oh snap, I broke this thing, '" Carr said.

But if Carr receives a record-breaking deal, it's bound to be topped soon. Schefter reports the two sides are still working on the language, but the new deal could make Carr the league's highest-paid quarterback in terms of annual average.

Carr had set a July 28 deadline - the start of training camp - and Raiders general manager Reggie McKenzie was always confident it would get done before that.

MDwise, which covers 30,800 in exchange plans, wants to focus instead on its Medicaid plans, which serve 370,000 Hoosiers. MDwise also cited the exchange's uncertain future, adding it had lost $21 million on its exchange business in 2016 alone.

Colts quarterback Andrew Luck's annual average paycheck of $24.594 million per season now makes him the highest paid.

Other top-paid quarterbacks: Carson Palmer ($24.35 million), Drew Brees ($24.25 million) and Kirk Cousins ($23.9 million).

Derek Carr is everything that the Raiders were hoping he would be, and then some. He suffered a broken fibula in Week 16 and missed Oakland's playoff loss to the Houston Texans, but he has been a full participant in the team's offseason activities.

Carr, 26, was a second-round pick out of Fresno State in 2014. We project him for 4,228 yards, 28 touchdowns and 13 interceptions in the upcoming National Football League season. When asked about the journey to his recovery, Carr said he "was happy to be "just playing ball again".
